Tu Tran is an Environmental Consultant at Wiser Environment Vietnam, with over six years of international experience across Vietnam and the United States, specialising in environmental policy, regulatory frameworks, and sustainable infrastructure. He brings strong expertise in navigating complex legal and institutional landscapes, supporting clients in aligning projects with national regulations and international best practice.

Tu’s experience spans environmental policy advisory, regulatory due diligence, and infrastructure planning. He has contributed to projects for leading international organisations, including the World Bank, European Union, USAID, UK FCDO, and Australia’s DFAT, supporting initiatives in renewable energy, circular economy development, and climate-resilient urban systems.

He is particularly skilled in bridging policy and practice—translating regulatory requirements into clear, actionable guidance for project delivery. Tu has also supported the drafting and refinement of national legislation on infrastructure and planning and is experienced in coordinating across government agencies and international stakeholders. He is known for his structured approach, technical versatility, and ability to manage complex, multi-stakeholder environments.

Enhancing Economic Governance Program in Vietnam

Tu contributed to the EU–Vietnam Enhancing Economic Governance Programme (EEGP), supporting public finance modernisation, urban planning reform, and sustainable growth aligned with the EVFTA and Global Gateway Strategy. As a Public Finance and Planning Specialist, he supported revisions to key legislation, including the Law on Planning and Law on Urban & Rural Planning, working with international experts to integrate global best practice into Vietnam’s policy framework.

He also contributed to analysis of the EU–Vietnam Free Trade Agreement to advance cross-border public procurement and supported government fact-finding missions in Europe, while assisting with stakeholder coordination and overall project delivery.

Australian Department of Foreign Affairs and Trade, Ministry of Finance

As part of the Partnerships for Infrastructure (P4I) programme, Tu provided technical research and advisory support on renewable energy integration, regulatory reform, and electricity market development in Vietnam. As a Renewable Energy Analyst, he developed reports on battery energy storage systems (BESS) and pumped hydro, supporting grid integration and investment readiness, including the Bac Ai project with EVN and AFD, while also supporting workshops and fact-finding missions with international partners. He contributed to project coordination, stakeholder engagement, and delivery to support Vietnam’s transition to a reliable, low-emission power system.

Australian Department of Foreign Affairs and Trade, Ministry of Agriculture and Environment (MAE)

As part of a Vietnam–Australia cooperation mission, Tu supported policy and technical advisory work on natural resource management and mining. As a Project Analyst, he developed reports on legal frameworks for mining and resource governance, drawing on international case studies, and produced technical overviews of environmentally responsible mining and rehabilitation practices, while also supporting fact-finding missions in Australia. He contributed to project coordination, stakeholder engagement, and overall delivery.

UK FCDO & MAE

Tu worked on the UK FCDO-funded UK PACT programme, supporting low-carbon agriculture and green finance initiatives in Vietnam. He analysed circular economy practices in pig and rice farming, drawing on international case studies, and contributed recommendations on financing approaches for sustainable agricultural value chains. He also supported engagement with the Ministry of Agriculture and Environment through workshops and programme development, while contributing to overall project delivery and coordination.
